MCE Access Application
& Site Access Process

A practical guide for PM, CM, tunnel and room access, key collection, road-shoulder stops and lane closures at the Marina Coastal Expressway.

Identify the access required

Choose the work type before starting an application. Timing and approvals differ substantially.

Preventive Maintenance

Prepare the MCE Access Form, obtain LTA endorsement, notify OCC and arrange keys/cards.

  1. 01

    Prepare the access form

    Complete the KPE/MCE Authorisation Form for Access with the location, chainage or niche, work period, required keys/cards, work description, safety precautions, operational impact and Site OIC details.

  2. 02

    Attach supporting documents

    Include the MOS, workers list and any applicable declaration.

  3. 03

    Obtain StarHub endorsement

    Send the completed draft to StarHub. A StarHub representative must complete the Requested by details and add the signature, date and company stamp.

  4. 04

    Obtain LTA endorsement

    Only after StarHub endorses the form, email it to Peter PEH and Kia Heng KANG. Copy the relevant StarHub and ROOTS personnel and state the planned PM dates.

  5. 05

    Notify OCC

    Send the approved or relevant form to OCC through WhatsApp, including the planned work and the keys or cards required.

Before sending to LTA: The blank form does not contain StarHub's completed representative details, signature, date or company stamp. Fill in the required work and access information, then obtain StarHub's endorsement first.

Drawing keys and access cards

WhatsApp OCC before the work and include:

  • Your name and company
  • Purpose of access
  • Work date and time
  • Keys/cards required
  • MCE Access Form attachment

Tunnel entry

This is an additional requirement whenever personnel enter the MCE tunnel.

Corrective Maintenance

TER Room, staircase and niche access

TER Room

For planned PM, prepare and submit the MCE Access Form, notify OCC, request the TER key, collect it from L1 Security, complete the work and return the key.

For CM, follow the corrective-maintenance procedure above.

Emergency Staircase / Niche

Request the corresponding key when notifying OCC. Provide the form or access details, collect the key, complete the work and return it.

If the access point leads into the tunnel, OCC check-in and check-out are still mandatory.

Separate processRoad Shoulder StopNot a lane closure

Use only for a quick vehicle stop to drop off, unload or load equipment.

  1. 1Inform and coordinate with Edwin from StarHub
  2. 2StarHub writes to LTA
  3. 3Obtain LTA agreement for the temporary stop
  4. 4Enter and stop at the approved road shoulder
  5. 5Quickly load or unload equipment
  6. 6Leave the road shoulder
Operational rule: The previous arrangement allowed about 10 minutes. If another operation is needed later, leave and return—do not remain parked. Coordinate through Edwin at StarHub.

Separate processLane ClosureStart at least 1 month ahead

Required when the work cannot be carried out safely without closing a traffic lane. The closure must be carried out by LTA-approved contractors whose personnel have completed the required LTA lane-closure course.

  1. 1Engage Gim Tian, the LTA-approved lane-closure contractor
  2. 2Tell Gim Tian the closure location, how many lanes must close and the required closure distance. Gim Tian coordinates the proposed closure with LTA at least one month in advance
  3. 3After LTA agrees to the date and closure distance, Gim Tian informs us. Prepare the EMAS Notification Form and send it to StarHub for endorsement
  4. 4Send the StarHub-endorsed EMAS Notification Form to Kia Heng KANG and copy Peter PEH
  5. 5Kia Heng KANG submits the eRMS application in the LTA system
  6. 6After the system approves the application, Kia Heng KANG sends us the approved eRMS. Forward a copy to Gim Tian
  7. 7Gim Tian implements the approved lane closure and the work proceeds within the approved arrangement
Responsibility: ROOTS personnel do not attend the lane-closure course or close the lanes. Gim Tian provides the qualified personnel and coordinates the closure with LTA.

Keep the signed MCE Access Form available for LTA inspection.

Declarations

Submit any applicable declaration and brief all involved workers on the relevant requirements.

No hot work

Hot work is strictly prohibited inside the MCE tunnel.
